<p><span style="font-size: 10pt;"><span style="font-family: arial,helvetica,sans-serif;">According to the Maine Real Estate Information System, Inc. (MREIS), Realtors<sup>&reg;</sup>&nbsp; sold 994 homes&nbsp;in April and the statewide median sales price rose 3.41% to $165,450 from april 2009.&nbsp; The Home-buyer tax credit which ended April 30 contributed to the significant rise in sales.&nbsp; Penobscot county saw a 28.43% increase, Waldo county was up 23.53%, Hancock&nbsp;and Washington counties were up 50%.&nbsp; This was a big boost to the housing market in Maine and we continue to see increases with the interest rates at historic lows.&nbsp; I'm looking forward to a continued strong spring/summer selling season!&nbsp; If you are considering purchasing&nbsp;or selling a home in the near future or if you &nbsp;have questions about the market, please feel free to contact me.&nbsp;</span></span></p>

Realtors sold 1,247 homes across the state, which is an increase&nbsp;of 39 % since last October. According to the Maine Real Estate Information System, the median sales price&nbsp;dropped 3.51% in the past 12 months to $165,000.&nbsp;</p>
<p><br />The National Association of Realtors today reports a nationwide home sales increase of 21.4 percent since October 2008. The national median existing sales price of $173,100 reflects a dip of 6.8 percent. In the regional Northeast, sales rose 27.7 percent. The regional median sales price declined 2.6 percent to $235,400.</p>

<p>The American Recovery and Reinvestment Act of 2009 authorizes a tax credit of up to $8,000 or 10% of the home's value, whichever is less - on their 2008 or 2009 taxes for qualified first-time home buyers purchasing a primary residence on or after January 1, 2009 and before December 1, 2009. This is too good to miss - it's a $8,000 tax CREDIT (not deduction but a credit).</p>
<p>To qualify for the credit, the purchase must be made between Jan. 1, 2009 and Nov. 30, 2009. Buyers may not have owned a home for the past three years to qualify as a "first time" buyer. They must also live in the house for at least three years, or they will be obligated to pay back the credit.</p>
<p>Additionally, there are income restrictions: To qualify, buyers must make less than $75,000 for singles or $150,000 for couples. Higher-income buyers may receive a partial credit.</p>
<p>Applying for the credit&nbsp;is easy - just claim it on your return on the First-time homebuyer form*. Taxpayers who have already completed their returns can file amended returns for 2008 to claim the credit.&nbsp;</p>

<p>I'm currently reading Gary Keller's new book titled "Shift" -How top Real Estate Agents tackle tough times.&nbsp; When I read this paragraph I thought he was referring to the current market, not what was happening 30 years ago.&nbsp; Real Estate Markets do shift and the challenging market we're currently experiencing has happened before and will happen again.&nbsp;</p>
<p>I like to think of myself as an optimist and there&nbsp;are some&nbsp;positives&nbsp;to this market.&nbsp; If you're a buyer&nbsp; there's a large inventory of affordable homes,&nbsp; interest rates are at historic lows, and there are tax incentives for first time hombuyers. If you're selling and purchasing a home, you &nbsp;may not make as much of a profit on your property, but you will make it up on the buying end.</p>

<p>&nbsp;As the saying goes, "this too shall pass".&nbsp; The shift in this market will start moving on an upward trend, we just don't have that crystal ball to know when.&nbsp; The experts are saying through the summer of 2009.&nbsp;&nbsp;According to the National Association of Realtor's sales are expected to edge up 6% in 2009&nbsp;as well&nbsp;an increase in national average prices from last year.&nbsp;&nbsp;&nbsp;Interest rates aren't expected to drop next year unless a federal interest-rate buydown occurs, which is what the NAR is pushing for.&nbsp; Even though the market has it's challenges, I look forward to helping buyers and sellers achieve their real estate goals in 2009.&nbsp;</p>

Call everyone you know who wants to buy their first home (or who hasn't owned one in three years), this is too good to miss - it's a $7,500 tax CREDIT (not deduction but a credit).</p>
<p>If you have not owned a home in three years, you qualify as a first time home buyer. If you buy a home after April 9, 2008 and before July 1, 2009, you qualify for this credit. Call your friends who just bought a home since April 9th and tell them they may take $7,500 off their tax bill if they qualify. It has to be your principal residence, so rentals do not count.</p>
<p>The tax credit is 10% of the cost of the home, up to a maximum of $7,500. This is not an additional deduction that lowers the amount of income to be taxed, it is a tax credit. In other words, you take $7,500 off your tax bill. But there is a catch; the credit you receive now is actually an interest-free loan that must be repaid.</p>
<p>The loan has no interest, and will be paid back over 15 years. You get the credit on your 2008 taxes, but you start paying it back on your 2010 taxes that are due in 2011, so you get at least two years without a payment. You pay back 6.67% of the credit each year, so for a $7,500 credit the payment is $502.50 per year. If you stay put for 15 years, you pay it off with no interest.</p>
<p>What happens if you sell the house? You pay the balance back at the closing. So, you get $7,500 now, and pay the rest of it back if you make money on the sale of your house. What happens if you do not make enough money when you sell your house? They forgive the rest of the debt.</p>
<p>Other restrictions stipulate that you have to buy your first house in three years before July 1, 2009, not have super high income, not use bond financing and buy anywhere in the US.</p>

Some clients are concerned that home prices may fall further than they have already. They are assuming that the best course of action is to wait for the bottom in the market and then buy. The problem with this approach is that you don't know where the bottom is until you see it in the rear view mirror, meaning until you've missed it!</p>
<p>Home prices are one factor in determining your cost of ownership, but so are interest rates and financing availability. Even though interest rates have gone up in the last six months, they are still near historic lows. Since your monthly mortgage payment is a combination of paying down your principal and paying the interest owed, if home prices come down a little further but interest rates go up, it could cost you even more to service a mortgage on an identical home!</p>
<p>While a home is a major investment, it is also the center of your personal life. It's important to live in a home that reflects your taste and values, yet is within your financial "comfort zone." To that end, it may be more important to lock in today's relatively low interest rates and low home prices, rather than to hope for a further break in prices in the future.</p>
